Title
An Ordinance approving the execution of the funding/approval agreement by and between the City of Lee's Summit, Missouri and the U.S. Department of Housing and Urban Development to utilize a special allocation of Community Development Block Grant funds in response to the coronavirus pandemic.
(NOTE: First reading by Council on March 16, 2020. Passed by unanimous vote.)
Body
Key Issues:
In August of 1994, the City of Lee’s Summit, Missouri (“City”) was designated as an Entitlement Community eligible to receive Community Development Block Grant (CDBG) funding by the U.S. Department of Housing and Urban Development (HUD). Due to the coronavirus pandemic, the City has been awarded special allocations of CARES Act funding through HUD. The first allocation was approved, passed and adopted by ordinance in July 2020. In January, City Council approved, passed and adopted by ordinance a second substantial amendment to the City’s 2020-21 Annual Action Plan (AAP) to incorporate a second allocation of CDBG-CV funding. HUD has approved the City’s second substantial amendment to the 2020-21 AAP, and the City desires to enter into a Funding Approval/Agreement with HUD in order to receive the allocated CDBG-CV funding.
City Council Motion:
I move for adoption of an Ordinance approving the execution of the funding/approval agreement by and between the City of Lee's Summit, Missouri and the U.S. Department of Housing and Urban Development to utilize a special allocation of Community Development Block Grant funds in response to the coronavirus pandemic.
