A Resolution Amending and Adopting the City of Lee's Summit Street Lighting Policy.
Key Issues:
· Updating (amending), clarifying and adopting the policy as an Exhibit to the Resolution
· Revising the “base” level of street lighting, typically residential leased lights, to include street lights that are necessary for minimum sight distance in roadway design
· Remove “upgraded” lighting option for future installations
Proposed City Council Motion:
I move for approval of the resolution amending and adopting the City of Lee's Summit Street Lighting Policy.
Background:
The City’s streetlight policy was first adopted by resolution in 1986 (Resolution 86-24) and amended in 2006 (Resolution 06-04), establishing standard materials and locations for streetlights. These resolutions essentially created the street light policy for design and location standards prior to the City's adoption of a Design and Construction Manual. The purpose of this Street Lighting Policy is to reference the Design and Construction Manual for material and design standards, supplement the Design and Construction Manual in the absence of standards (e.g. residential leased lighting), and to generally establish expectations and consistency for street light design, standards, location, planning and cost responsibilities.
Impact/Analysis:
By revising the "base" standard for residential lighting, e.g. leased lighting or area lighting as opposed to continuous lighting, to include street lights provided by the City where necessary for sight distance will increase cost to the City that is not reimbursed by agreement with private entities.
