A RESOLUTION OF SUPPORT FOR LEE’S SUMMIT CARES IN THEIR MISSION TO REDUCE MARIJUANA RELATED PROBLEMS.

 

Key Issues:

On May 12, 2016, Lee's Summit Cares presented information related to the use of medical marijuana.  The presentation cited recent trends regarding use, effectiveness, and abuse of medical marijuana. 

 

Lee's Summit Cares shared a draft resolution for Council consideration.  The resolution would formally declare that the Lee's Summit City Council is against the legalization of marijuana for recreational or medical purposes outside of the Food and Drug Administration (FDA) process.

 

During discussion, a question was asked if an ordinance(s) would be more effective to limit availability or access to medical and recreational marijuana.  The City Attorney explained that the City Council could consider certain ordinances to further limit availability or access.  City staff would need direction to begin work on such ordinance(s).

 

Proposed City Council Motion:

I move for approval of A RESOLUTION OF SUPPORT FOR LEE’S SUMMIT CARES IN THEIR MISSION TO REDUCE MARIJUANA RELATED PROBLEMS.

 

Background:

Long-term marijuana abuse can lead to addiction. In 2013, there were 7,987 drug treatment admissions with marijuana identified as the “primary drug” abused. 91% of people using publicly-funded treatment services for marijuana were 18 and under at age of first use.

 

Current research has demonstrated the earlier marijuana use begins, the more likely the user will become dependent on it or other types of drugs later in life. Regular marijuana users have a 40% chance of becoming addictedThe age of first marijuana use in Missouri is 13.88 years and nationally it is 13.94 years.
