Body
Issue/Request:
An Ordinance approving Amendment No. 10 to the budget for the fiscal year ending June 30, 2026, as adopted by Ordinances 10132, 10133,10136,10137, and 10138, by amending the authorized expenditures for the City of Lee's Summit, Missouri.
Key Issues:
-The transfer of funds and spending authority for certain subscription-based information technology arrangements (SBITAs) from the ITS Operating fund to the General Projects Fund for GASB Statement No. 96 reporting
-In FY26 the funding for two public safety leases were moved to the Public Safety Equipment Replacement Fund (PSERP), the amendment is to increase the revenue and expenses to recognize the lease accounting. The two leases are Axon five-year lease for Police and the Fire Pumper lease for Fire. In FY27 the Ambulance lease will be recognized in the fund
-The Debt Service fund had additional interest and fee payments during the year, an increase in spending authority is needed to keep the fund within budget
-As shared with the Finance and Budget Committee, the City has to expense several significant bad debt write-offs for ambulance fees that unable to be collected. The first large amount hit in June, the others will be in the fall. So not to increase the overall General fund spend authority, remaining balances from departments will be transferred to the Citywide Activity cost center
Background:
GASB Statement No. 96 applies to significant subscription-based information technology arrangements (SBITAs) that the City uses for systems such as Workday and Teller. The effective date for GASB 96 was the 2023 fiscal year.
