Issue/Request:
Staff is recommending adopting new/temporary ordinance for Chapter 4, Alcoholic Beverages, Article I. In General Section 4-2 Hours of Sale-Generally of the Code of Ordinances of the City of Lee’s Summit, electing to “opt-out” or exempt the City of Lee’s Summit from the provisions of Missouri House Bill 1041, SB 753 (2025)

Key Issues:
Missouri House Bill 1041, signed into law, provides that for the duration of the 2026 FIFA World Cup Tournament, June 11, 2026, to July 19, 2026, holders of a liquor license for sale by the drink may operate 24 hours a day, and may serve alcoholic beverages between 6:00 a.m. and 5:00 a.m. of the following day.

The house bill also allows any city, county, district, or other political subdivision in the state that objects to the extension of hours to exempt itself by ordinance for the temporary period.

There are 170 businesses with a current liquor license. Of those, 109 would have extended hours under RSMo 311.2026 unless prohibited by a new local ordinance.

Extended late-night hours may increase alcohol related calls for service straining police and EMS services.

Extended late-night hours could increase noise complaints and neighborhood disturbances and may impact residents near the businesses or around the bar district.
Extended late-night hours may increase additional traffic in the bar district and the demands on parking

Proposed Committee Motion:
I move to recommend for approval to the City Council an Ordinance electing to exempt the City of Lee’s Summit from the provisions of the SB 753 (2025) authorizing extended alcohol service hours for the 2026 FIFA World Cup Tournament.
