Title

An Ordinance authorizing the execution of the first supplemental license for the City Monument Agreement by the Missouri Highways and Transportation Commission and the City of Lee’s Summit, Missouri, and authorizing the Mayor to execute the same. (PWC 10/14/24)

Body

Issue/Request:

An ordinance approving the first supplemental license for City monument agreement by the Missouri Highways and Transportation Commission and the City of Lee's Summit, Missouri.

Key Issues:

- The Commission and City previously entered into a license agreement for a City monument located on Commission property on May 5th, 2014

- The original agreement expired on May 5th, 2024

- Both parties desire to extend the agreement through May 5th, 2034

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance authorizing the execution of the first supplemental license for the City Monument Agreement by the Missouri Highways and Transportation Commission and the City of Lee’s Summit, Missouri, and authorizing the Mayor to execute the same.

Background:

The City has a community gateway monument located on property/right-of-way owned by the Missouri Highways and Transportation Commission located near the interchange of Interstate 470 and Bowlin Road/Lakewood Boulevard.  The use of state property by the City for this monument requires a license agreement.  A license agreement was executed in May of 2014 for a 10 year period, expiring in May 2024.  Both parties desire an extension of the license agreement for another 10 year period so the City monument can remain in its location on state property.

Impact/Analysis:

The agreement is required for the City monument to remain where it is located.

Timeline:

Start: May 5th, 2014

Finish: May 5th, 2034 (with potential future extensions)
