Background:
UDO Sections 5.100-5.300 establish the City’s Floodplain Overlay District regulations, which enable participation in the National Flood Insurance Program (NFIP) administered by the Federal Emergency Management Agency (FEMA). These regulations reduce flood risk and potential property damage by setting consistent standards for development within floodplain areas and by making federally backed flood insurance available to property owners, renters, and businesses.
In 2025, staff from Public Works and Development Services Engineering initiated an update to these provisions to codify existing practices, improve clarity through the addition of definitions, update terminology to reflect current standards, and correct grammatical and typographical errors in the existing UDO text.
As part of the CEDC presentation, staff will provide a summation of changes proposed. If directed to proceed, staff will prepare an Ordinance memorializing these changes and present it to Planning Commission (recommending body) for consideration in March 2026, and to City Council (adopting body) in May 2026.
Recommendation
Staff recommends that the CEDC direct staff to prepare an Ordinance amending UDO Article 5, Division II (Floodplain Overlay District), for consideration by the Planning Commission and City Council.
