An Ordinance amending Section 2-530 of the Code of Ordinances of the City of Lee's Summit, Missouri, to update provisions pertaining to closed meetings, records and votes, to be in conformity with the most current revised version of Missouri's Sunshine Law. (CEDC 10/11/23)

Issue/Request:
The City enacted Section 2-530, which relates to the handling of closed meetings, records and votes, in a manner consistent with Missouri's Sunshine Law. Section 2-530 is based on provisions of Missouri's Sunshine Law, including Sections 610.015, 610.021, and 610.022. Section 610.021 of Missouri's Sunshine Law was recently revised, requiring an update to Section 2-530. The update includes the addition of:
-Subsection 18(a), which addresses security measures and global positioning and investigative techniques for law enforcement;
-Subsection 18(b), which addresses any information or data provided to a tip line for the purpose of safety or security at an educational institution that, if disclosed, has the potential to endanger the health or safety of an individual or the public and;
-Subsection 18(c), which addresses any information contained in any suspicious activity report provided to law enforcement that, if disclosed, has the potential to endanger the health or safety of an individual or the public and;
-The revision of subsection 18(d) to remove the sentence "which is or appears to be terrorist in nature". The removal of this phrase allows a more general application of documents closed when public safety responds to or prevents critical incidents and no longer limits it to terrorist activities.

I move to recommend to City Council approval of an ordinance amending section 2-530 of the code of ordinances of the City of Lee's Summit, Missouri, to update provisions pertaining to closed meetings, records and votes, to be in conformity with the most current revised version of Missouri's Sunshine Law.
