Issue/Request:
An Ordinance approving the execution of an addendum to the 2023 Memorandum of Understanding between the Kansas Bureau of Investigation and the City of Lee’s Summit for the use of Midwest High Intensity Drug Trafficking Area Award Funds, and authorizing the Mayor to execute the same on behalf of the City.
Key Issues:
The Office of National Drug Control Policy (“ONDCP”) has awarded 2023 High Intensity Drug Trafficking Area (“HIDTA”) funding to federal, state and local law enforcement agencies in the region comprised of the states of Kansas, Missouri, Nebraska, Iowa, South Dakota and North Dakota for the purpose of combating the manufacture and importation of methamphetamine and the disruption of poly-drug trafficking organizations. The Kansas Bureau of Investigation (“KBI”) is the designated fiscal agent for award proceeds to be distributed to state and local agencies participating in the Midwest HIDTA program within the region.
In June of 2023, the City of Lee’s Summit, Missouri (“City”) was awarded $71,774.00 from the Midwest HIDTA award. Under the proposed addendum to the Memorandum of Understanding, the parties agree that the existing memorandum shall be amended to include an additional $4798.00 in grant funds to be distributed to the City bringing the revised total amount of the award to $76,572.
The additional funds were identified by Midwest HIDTA and would be applied to grant #G23MW003A, which has a term of Jan 1, 2023 to December 31, 2024.
