Chapter 20, Peddlers and Solicitors, Article II. - Identification Card lists qualifications for peddler and solicitor applicants. These qualifications include criminal convictions that may be otherwise unknown to the City of Lee’s Summit unless discovered during a criminal history background check.
Ordinance No. 9742 of the Code of Ordinances of the City of Lee’s Summit requires that any person seeking the issuance of a peddler or solicitor card submit their fingerprints to the Missouri State Highway Patrol, Criminal Justice Information Services (CJIS) Division and the Federal Bureau of Investigation (FBI) for comparison with state and national criminal history records. The City of Lee’s Summit will then receive the results of the fingerprint check back and make a fitness determination of the candidate based upon the results of the criminal background check.
Staff recommends that Chapter 20, Peddlers and Solicitors, Article II. - Identification Card, Section 20-29 Investigation of Applicants and Section 29-31 Issuance; Grounds for Denial of the Code of Ordinances of the City of Lee’s Summit, Missouri be revised to add language that includes the requirement of peddler and solicitor applicants to submit fingerprints for a criminal background check.
