In March and April of 2025 the City Council discussed Solid Waste as a community strategic priority goal. The City Council directed Staff to issue a notice of intent to contract residential solid waste services citywide. The City Council also supported an engagement plan for the development of a Request for Proposals (RFQ) to contract residential solid waste services citywide.  The engagement plan included discussions with HOA's/POA's, trash haulers, industry experts (e.g. peers, consultants, etc.) and residents through a series of public informational meetings in each City Council District and a citizens Solid Waste Task Force.  The issue was assigned to the Public Works Committee for development of a RFQ to be presented to the City Council.  This resolution creates the Solid Waste Task Force.  The composition of the Solid Waste Task Force was reviewed and supported by the Public Works Committee on August 11, 2025. The individual members recommended for the Solid Waste Task Force submitted interest forms during the public engagement period either online or in-person.  The Solid Waste Task Force composition will include 13 members: 4 HOA Representatives, 2 Residents from each City Council District, and 1 Industry Representative (no trash haulers).

 

The Solid Waste Task Force will assist and advise Staff in the development of a RFQ.  The Solid Waste Task Force may also assist with public education in the event a contract is awarded.  The Solid Waste Task Force will be in effect to and until either the City Council denies award of the RFP contract or until a contract is awarded and implemented (which shall be no earlier than July 2027 and should be no later than July 2028).
