Issue/Request:
The City Council Rules Committee took up the issue of Mayor succession beyond the Mayor Pro Tempore. Staff prepared research and located several ordinances from nearby communities. The Committee considered these options and ultimately selected a seniority based approach. Pursuant to the City Charter the Mayor Pro Tempore automatically assumes the duties of the Mayor in the event of absence or disability; however, the Charter is silent as to which member of the City Council that the Mayoral authority would devolve to in the event of the absence of both the Mayor and Mayor Pro Tempore. This ordinance fills this gap by stating that the Councilmember with the greatest seniority will have authority to act as Mayor. This ordinance will not be codified with the other City Council rules found in Chapter 2 of the Code of Ordinances, instead this provision will be codified in Chapter 10 with the emergency and disaster planning and response provisions.

First Motion: I move for second reading of an Ordinance Amending Article I. In General of Chapter 10 Emergency and Disaster Planning and Response, of the Code of Ordinances of the City of Lee's Summit, Missouri by enacting a new Section 10-11.
