Issue / Request:
At a recent Council Meeting, Councilmember Shields requested that the question of how to replace a Commissioner for the Charter Review Commission in the event of a vacancy be referred to the City Council Rules Committee. Mayor Pro Tem Lopez subsequently referred the matter to Committee. During the Committee meeting on February 13, 2026 Staff reviewed a modification to the original resolution appointing the members of the Commission. The modification provides that the two Councilmembers representing the council district from which the Commissioner was orignally appointed shall jointly nominate a new Commissioner for consideration by the City Council. Additionally, in the current circumstance we know with certainty that a vacancy will be created. Therefore, the resolution also gives authorization for and establishes the procedure for the appointment of an alternate member of the Commission. The procedure for appointment of an alternate is the same a for filling a vacancy.
City Council Motion:
I move for adoption of a Resolution establishing a procedure for filling a vacancy on the Charter Review Commission and further establishing a procedure for the appointment of an alternate for the Charter Review Commission for the City of Lee’s Summit, Missouri.
