CARES Act Funding Approval Process
Key Issues:
The purpose of the presentation is to give a status report on CARES Act funding disbursement activities, review the disbursement process, and seek input and approval.
Of the $5.9 million CARES Act funds provided to the City of Lee’s Summit, approximately $5.34 million will be distributed to City operational costs for COVID mitigation and response.
-$4.34 million is subject to the Procurement Policy.
a. Competitive bid process.
b. Cooperative purchasing contracts.
c. On-call contracts previously approved by City Council.
d. Sole Source when necessary.
e. City Manager approval up to $50,000.
f. City Council action exceeding $50,000.
-$650,000 is assigned to reimbursement for payroll expenditures.
-$350,000 is for EPSLA and emergency FMLA payment and quarantine of 1st Responders.
$560,000 will distributed to Community-based organizations.
-Established application / review based on CDBG process.
-Solicited community responses.
-Review of responses and summarized staff recommendation.
-Presentation to City Council for consideration.
-Created approval process for disbursement.

A City Council motion is not needed. This item is for presentation and discussion purposes. There will be ordinances following this item that will require City Council action.
Background:
-On March 27, 2020, the United States enacted the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) which established the Coronavirus Relief Fund and appropriated $150 billion to the Fund.
-Jackson County, Missouri received $122.7 million from the Fund, and the County, through Ordinance 5372, has appropriated approximately $36.9 million of its CARES Act funding to the cities within its borders.
-Jackson County appropriated $5,921,527 to the City of Lee’s Summit.
