Presentation: South Gateway Monument Options

Issue/Request:
This is a presentation to review and finalize the concepts put forward by Bartlett & West for a Gateway Monument on M291 at M150.
Key Issues
· Staff is seeking feedback from Council to select a final concept for the new monument to be located at the intersection of M291 and M150.
· The construction of a gateway ‘welcome to’ monument sign was authorized in the current Capital Improvement Plan (CIP) adopted by City Council.
· The project will be funded in part by a $100,000 matching fund from the Industrial Development Authority (IDA), which was read and approved by City Council on October 7, 2025.
· A design charrette was held in City Hall on 12/10/2025 to gather public input on 5 gateway monument concepts.
· City staff issued RFQ No. 2025-050 to conduct a Qualification Based Selection for professional engineering and design services, in accordance with state statutes, federal regulations, and local procurement policies.
· Bartlett & West was selected as the best qualified firm for the project and satisfactorily conducted negotiations for scope and fee with City staff.
Background:
The Lee’s Summit Gateway Monument Master Plan was introduced in 2008. The plan identified and prioritized select sites in the City of Lee’s Summit to design and place monuments welcoming people to the city. This effort was championed by the Parks and Recreation Department and involved a variety of community stakeholders. Since the incorporation of the Master Plan, two monuments have been built.
In early 2025, City Council decided to move forward with the construction of two additional gateway monuments with a total budget of roughly $400,000. Due to cost constraints based on previous statements of probable cost, issues finding a suitable location in MoDOT right-of-way on the Eastern side of Lee's Summit along US50 Highway, and a desire to move a project forward and establish a standard practice...
