Issue/Request:
An Ordinance approving the use of the Cooperative Contract (2025-061) between the City of Joplin and Ace Pipe Cleaning, Inc., for the installation of Cured-in-Place Pipe (CIPP) Lining, manhole lining, and Lateral Connection Repairs (LCRs) for a not to exceed amount of $1,462,662.62, and authorizing the City Manager to enter into an agreement for the same.
Key Issues:
? The coordinating agency, City of Joplin, competitively bid this contract as per the rules and regulations of the State of Missouri; Ace Pipe Cleaning was awarded the contract.
? Section 6.1 of the Procurement Policy allows the City to use cooperative purchasing agreements
? Ace Pipe Cleaning has done this work in the past with the City of Lee’s Summit using this cooperative agreement and others like it.
? The Water Utilities Department uses Cured-in-Place Pipe (CIPP) Lining, manhole lining, and Lateral Connection Repairs (LCRs) rehabilitation processes as part of its yearly system renewal program.
? The project is funded through the FY26 Sewer Construction fund.
