Issue/Request:
AN ORDINANCE APPROVING THE AWARD OF BID NO. 2016-001 FOR DESIGN AND ARCHITECTURAL SERVICES FOR THE DOWNTOWN PERFORMING ARTS SPACE AND FARMERS MARKET PAVILION TO OCHSNER HARE & HARE. AND AUTHORIZING THE CITY MANAGER TO ENTER INTO TO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $42,515.

Key Issues:
On March 17, 2016, the Downtown Performing Arts Space/Farmers Market Leadership Team which consists of members from the Board of Directors of DLSMS, DLSMS CID, and staff from DLSMS, City Administration, and Parks Administration, met and selected Ochsner Hare & Hare (OHH) as the design consultant for the project.

Following the selection, the Leadership Team negotiated a scope of services that will provide the City Council and respective Boards with information on probable costs to make the Green St. location 'development ready' and an estimated cost for the final design.

For the design process, OHH will facilitate and manage a design charrette to review site analysis, review previous design plans, develop programming, and develop conceptual design and planning for the space. The design charrette will include project stakeholders (DLSMS, DLSCID, City Council, and staff). Following the design charrette, OHH will prepare two (2) conceptual design plans for initial discussion. The conceptual designs will be presented to the public during a public comment period to obtain feedback. OHH will then finalize a design concept to present to the City Council.
