Title

An Ordinance approving an Intergovernmental Agreement between the City of Lee's Summit, Missouri and the Lee's Summit R-7 School District for the use of Green Street.

(NOTE: First read by City Council on February 24, 2026.  Passed by unanimous vote.)

Body

Issue/Request:

The City of Lee’s Summit constructed Green Street for the public to use and enjoy, and for private rental when appropriate. The City and LSR7 desire to outline their relationship as it relates to LSR7’s private rental and public usage of Green Street. Accordingly, the City and LSR7 desire to enter into a use agreement to set forth the relationship, rights, and obligations for each party for such rental or use of Green Street.

Key Issues:

The use or rental of Green Street by LSR7 and approval of that use or rental by the City Council with further authority granted to City Staff to implement the use agreement, and future use or rental of Green Street by LSR7.

Proposed City Council Motion:

I move for adoption of an Ordinance approving the Intergovernmental Agreement between the City of Lee’s Summit, Missouri and the Lee’s Summit R-7 School District for the use of Green Street.

Background:

The City of Lee’s Summit and LSR7 have worked together to foster a strong community relationship built on collaboration. As a part of that collaboration, the City and LSR7 have worked together to outline both public use and private rental of Green Street, to provide an event space for the public and students of Lee’s Summit. This use agreement will allow both the City and LSR7 to strategically plan out the usage of Green Street in an efficient and collaborative way.
