Title

An Ordinance approving Amendment No. 2 to the budget for the fiscal year ending June 30, 2027, as adopted by Ordinances 10400, 10401, and 10402, by amending the authorized expenditures for the City.

Body

Issue/Request:

An Ordinance approving Amendment No. 2 to the budget for the fiscal year ending June 30, 2027, as adopted by Ordinances 10400, 10401, and 10402, by amending the authorized expenditures for the City.

Key Issues:

-Increase the spend authority for Police in the Public Safety Equipment Replacement Program (PSERP) fund $44,0500 to purchase a new bomb technician suit.  This is a planned and scheduled replacement.

-Increase the spend authority for the Stormwater Utility Fund $50,000 for election expenses, the cost for the election and postage costs have exceeded what was budgeted

-A transfer was missed during the building of the capital fund, need to add a transfer from the Wastewater Construction Fund to the Sewer Tap fund of $11,900,000

-Consolidation of resources, moving Treasury staff to the Customer Service windows of Development Services, the customer service staff will be trained and be able to help and support citizens, contractors, and businesses with payments, business licenses, permits, and other related services.  The amendment moves the FTEs and budget from Finance to Development Services.

-The FY27 budget for Water Utilities included the purchase of a dump truck with bed and snow plow.  The amendment includes a transfer of $139,620 from the Water and Sewer Fund to the Equipment Replacement Fund, VERP Program for the initial purchase of the truck and placement of the truck in the VERP schedule for future replacement.
