Issue/Request:
The State of Missouri, by way of House Bill 8, Section 8.133, Fiscal Year 2026 appropriated $2,000,000.00 for the City of Lee's Summit to help fund the planning, design, and construction of the new Joint Operations Facility. The terms of the agreement are found in the attachment listed Exhibit "A" which states when the City has spent the like amount toward the Joint Operations Facility and those documents are provided to the State, the appropriated funds will be released to the City. This item was previously hear at city council finance and budget committee and was passed by the city council into ordinance, however problematic contractual language was discovered resulting in the need to repeal the previous bill, Bill No. 25-245 and to replace it with adoption of this item.
