Issue/Request:
The State of Missouri, by way of House Bill 8, Section 8.133, Fiscal Year 2026 appropriated $2,000,000.00 for the City of Lee's Summit to help fund the planning, design, and construction of the new Joint Operations Facility. The terms of the agreement are found in the attachment listed Exhibit "A" which states when the City has spent the like amount toward the Joint Operations Facility and those documents are provided to the State, the appropriated funds will be released to the City. This item was previously hear at city council finance and budget committee and was passed by the city council into ordinance, however problematic contractual language was discovered resulting in the need to repeal the previous bill, Bill No. 25-245 and to replace it with adoption of this item.

FIRST MOTION: I move for second reading of an Ordinance repealing Ordinance No. 10284 and approving an agreement between the City of Lee's Summit and the Missouri Department of Public Safety for the City's acceptance of appropriated funds in the amount of $2,000,000 for the planning, design and construction of an Emergency Operations Facility pursuant to House Bill 8, Section 8.133, Fiscal Year 2026 and authorizing the Mayor to execute any and all documents for the same by on behalf of the City of Lee's Summit, Missouri.
