Public Hearing: View High Sports Complex Community Improvement District; 3D Builders KC, LLC, applicant

Issue/Request:
This is a public hearing to consider the approval of a community improvement district for the View High Sports Complex to provide reimbursement for eligible public improvement costs associated with the project to be constructed by the company 3D Builders KC, LLC (the “Developer”), as the Developer of the View High Sports Complex Project.

Key Issues:
Developer is requesting that the City approve incentives through the formation of a community improvement district which would impose a 1% sales and use tax on the proposed project area to generate revenues to reimburse the Developer for eligible public improvement costs.

Background:
On March 18, 2025, the City Council held a public hearing to consider a rezoning for the Project from District AG (Agricultural) to District CP-2 (Planned Community Commercial) and Preliminary Development Plan for View High Sports Complex on approximately 17.18 acres of land located at 3350 NW Ashurst Drive.

At the March 18, 2025 Council meeting, the City Council also heard a conceptual presentation about the incentive request presented by Developer. A majority of the City Council expressed an interest in considering the incentive request through the formal Chapter 100 process and the process governing the companion CID petition through the Community Improvement District Act. The City Council did not vote or render any type of final or binding decision as part of the conceptual presentation.

On April 15, 2025, the City Council approved Ordinance No. 10118 which approved the rezoning and preliminary development plan for the Project.

On April 22, 2025, the City Council approved Ordinance No. 10121 which approve the Funding Agreement between the City and Developer for the Project to fund the work associated with the City’s consideration of the incentive request.
