Discussion: Updating Disorderly Conduct Ordinance

Issue/Request:

Staff was requested to review our ordinances to review the tools our police officer had to address certain disruptive/anti social behaviors.

 

We broke the behaviors into 3 commonly referred to issues:

 

                     1. acting in a disorderly manner, also called a breach of the peace

                     2. being drunk in public,

                     3. prowling.

 

Combined with the new ordinances presented tonight concerning Panhandling and Loitering , we believe our ordinances cover this subject matter.

 

We will discuss these ordinances:

 

                     Assault, Section 17-56,

                     Harassment section 17-57

                     Disturbance of Public Peace Section 17-112

                     Disturbance of Private Peace Section 17-113

                     Trespass 1st degree Section 17-86

                     Trespass 2nd degree Section 17-87

 

These ordinance and the General Penalty Section 1-13 are attached.
