Update on Stormwater Utility Concept to Community Groups

Key Issues:

Presentations have been made to several community business-related groups about the concept of a stormwater utiity.

The response to the concept was generally supportive although there are a number of specific questions and concerns that will need to be addressed if the project moves ahead.

 

Background:

At the conclusion of PWC discussions on a stormwater management program, the committee members asked staff to meet with various business entities in the community to gage support for the idea of a stormwater utility as the long-term funding mechanism for stormwater. Several meeting were held that included representatives of many private business, educational and non-profit organizations. A report of those contacts and general response is attached.

 

Impact/Analysis:

In order to work toward a ballot initiative, a rate study and utility plan will be necessary in order to propose a program and the associated fees to the voters. The study has been proposed by staff as a one-time expense to be included in the FY2019 budget.
