Key Issues:

The discussion item will primarily focus on the licensing differences between G3 - Restaurant licenses, T - Amusement Place licenses, and G1 = Liquor by the Drink licenses.  

 

Background:

A request for a discussion over liquor license procedures was made during the April 16, 2024 City Council meeting.  The request was made to gain an understanding of the gross receipts reporting requirements for the various types of licenses.  Regulations relating to Alcoholic Beverages can be found in Chapter 4 - Alcoholic Beverages of the City Code.  License requirements can be found in Article III - Licenses of that chapter.  The code can be accessed here https://library.municode.com/mo/lee's_summit/codes/code_of_ordinances?nodeId=COOR_CH4ALBE.  Persons under sixteen (16) may not be on the premises of a G1, liquor by the drink licensed establishment (sixteen (16) through twenty (20) only when accompanied by a parent or legal guardian). These age restrictions do not exist for a G3 or T licensed business, but such a business must have over fifty-percent (50%) gross income derived from food (G3) or goods, merchandise or commodities other than alcoholic beverages (T).
