Issue/Request:

Recreational vehicle and utility trailer parking amendments were adopted by the City Council in April 2010 and brought back for further amendment in March 2016. Boat and boat trailers are included in the definition of RV's and therefore required to be parked in front of a third car garage or on a hard surfaced parking pad adjacent to the driveway. Lake communities often have additional requirements for boat and trailer parking which may conflict with the City's UDO requirements. Property Owner Associations can be more restrictive than city ordinances but not less restrictive. In this case it has been brought to the City's attention that a lake community's regulation is less restrictive which is causing enforcement issues.

 

The purpose of this agenda item is to revisit the parking requirements for boats, boat trailers and similar watercraft in lake communities.

 

Key Issues:

At least one lake community has adopted a regulation allowing the parking of boats and boat trailers in front of two car garages for a date specific period which coincides with the fishing and boating season but is in conflict with current city ordinances. An amendment to the UDO would be necessary to correct the existing conflict with the Property Owner Association's covenants.
