The Arterial Curb Replacement arose from direction by the City Council to use funds remaining from the 10 year road plan to replace curb and gutter on arterial streets that have deteriorated
The Arterial Curb Replacement will also update sidewalk approaches to current specifications as required by the Federal Americans with Disabilities Act

I move for a second reading of AN ORDINANCE APPROVING THE AWARD OF BID NO. 39032272 FOR THE ARTERIAL CURB REPLACEMENT TO FREEMEN CONCRETE CONSTRUCTION, L.L.C. AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE SAME IN THE AMOUNT OF $3,314,995.00.

Background:
Much of the curb place in the KC Metro Area between 1985 and 2005 was installed using local limestone aggregate that was of poor quality because it was relatively soft compared to previous sources of rock. The aggregate still met local specifications and worked well for buildings, foundations, and most structures. When used for paving, curb, or sidewalks, the aggregate was prone to fail within in 10 years due to the harsh freeze-thaw cycling combined with wet conditions.
