The Water Master Plan has been completed and is ready to be presented to the Public Works Committee.


Background:
The Water Utilities Department has been working for the past year with our consultant Burns and McDonnell Engineering, Inc on the creation of an updated Water Master Plan. The last Master Plan was completed in 2006 and had a planning period of two ten-year windows. Changes in development trends, collection of additional data, and the completion of infrastructure projects can all have an impact on the existing water system. Therefore, in order to realign the planning efforts with these changes, the completion of an updated Water Master Plan was authorized in 2021.
A master plan provides historical information on the existing system, identifies rehabilitation needs of the existing infrastructure, provides design criteria for future system expansion, and provides the framework for maintaining the system reliability as future growth occurs. The new Water Master Plan also has a planning period of 20 years, in two ten-year windows. The new Water Master Plan also incorporates a system capacity review for a 50-year window to ensure adequate water supply is available for the foreseeable future. The document utilized the Lee’s Summit Ignite Comprehensive Plan, incorporating the development and redevelopment projected for the document’s planning period. The Water Master Plan incorporates the primary elements of a Master Plan, including an inventory of the existing system, analysis of system performance under current conditions, recommendations for the design criteria for future growth, projections of future growth based upon the Lee’s Summit Ignite Comprehensive Plan, and recommendations for system improvements to address asset management and future growth.
