AN ORDINANCE AUTHORIZING EXECUTION OF AN AGREEMENT FOR TRANSIT SERVICE BY AND BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND OATS, INC. FOR TRANSIT SERVICE EFFECTIVE JULY 1, 2016 THROUGH JUNE 30, 2017.
Key Issues:
- OATS, Inc. provides on-demand door-to-door bus service to any person with 24 hour advance reservation within the City Limits of Lee's Summit.
- This service is contracted annually. The proposed agreement for service in FY 2017 has an estimated cost of $80,000, the same as estimated in the FY 2016 agreement.

I move for a second reading of AN ORDINANCE AUTHORIZING EXECUTION OF AN AGREEMENT FOR TRANSIT SERVICE BY AND BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND OATS, INC. FOR TRANSIT SERVICE EFFECTIVE JULY 1, 2016 THROUGH JUNE 30, 2017.
I move for adoption of AN ORDINANCE AUTHORIZING EXECUTION OF AN AGREEMENT FOR TRANSIT SERVICE BY AND BETWEEN THE CITY OF LEE’S SUMMIT, MISSOURI AND OATS, INC. FOR TRANSIT SERVICE EFFECTIVE JULY 1, 2016 THROUGH JUNE 30, 2017.
Background:
OATS, Inc. has provided on-demand door-to-door bus service with 24 hour advance notice within the City Limits of Lee's Summit for more than 10 years. This service is available to any person (not just elderly and disabled people) in Lee's Summit Monday through Friday, 7:00 AM to 3:30 PM, except Holidays observed by the City. OATS, Inc. will provide two vehicles and two drivers to support this service. OATS was expanded in 2010 to a 5 day per week service and expanded in 2012 with two vehicles based on ridership demand. OATS, Inc. service agreement is for the period July 1, 2016 thru June 30, 2017 and may be amended or terminated with 30 days advance notice.
