Key Issues:
The City of Lee's Summit is designated as an Entitlement Community under the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program. As a condition of receiving CDBG funds, HUD requires the City to adopt a Consolidated Plan every five years, along with an Annual Action Plan each program year.
The 2026-2030 Consolidated Plan sets the City’s strategic vision for addressing community development needs including housing, infrastructure, economic development, and public services for Lee’s Summit’s low- and moderate-income residents. The five-year plan ensures continued eligibility for federal CDBG funding and provides the foundation for annual funding decisions.
To implement the goals and priorities outlined in the Consolidated Plan, the 2026-2027 Annual Action Plan identifies the specific programs, projects, and CDBG funding allocations for the upcoming program year, which runs from July 1, 2026 through June 30, 2027.
Public Input & Review Process
CEDC Public Hearing: Applicants presented proposals and discussed funding needs. CEDC concurred with staff recommendations for funding allocations.

HUD Allocation Received: (~9k more. New staff funding recommendation is attached to the packet)
Public Comment Period: A 30 day public comment period was held from March 12 - April 11, 2026. No public comments were received.
Recommendation:
Staff recommends approval of the Lee’s Summit Community Development Block Grant 2026-27 Annual Action Plan by ordinance.
