Background:
Improvements to Ward Road were approved by voters as part of the 2007 Capital Sales Tax Renewal. This project is primarily a complete streets project that includes sidewalks, street lighting, curb and enclosed storm drains. The originally proposed roadway improvements were based upon the 2006 Thoroughfare Master Plan for Lee’s Summit, which called for a 5-lane road. Based on updated development and traffic information the currently proposed construction was reduced to a 3-lane roadway, adding curb and gutter, utility relocation, building an enclosed storm drain, street lighting, pavement markings, sidewalks and ADA compliance. The west half of the road was completed by Pulte homes in 2008, so this phase was designed in-house because there are no permitting requirements. Right of way impacts were minimal and the improvements will match the existing pavement built in 2008. This project includes an alternate bid for LED street lights, which are more efficient, have a longer life-span, and includes a 10 year warranty.
Impact/Analysis:
Public Works Engineering issued Bid No. 18532272-C for Ward Road Improvements project on March 24, 2016. The bid was advertised and potential bidders were notified through QuestCDN and on the City website. A pre-bid conference was held on April 7, 2016. Five (5) responsive bids were received by the April 14, 2016 bid opening date and bids were approximately 35% under the Engineer's Estimate. The two lowest bids were within $26,000. The bid tabulation with the Engineer's Estimate is attached. The alternate bid for LED street lights came in at twice the price of standard High Pressure Sodium (HPS) Luminaries and will cost an additional $13,920 above HPS. The LED Luminaries are an approximate 64% energy cost savings, with an initial cost payback time of 8.31 years. LED’s last longer and do not need replacing as frequently, and should reduce maintenance costs over the life of the product.
