Issue/Request:
This item requests approval for the purchase and installation of synthetic turf in the animal exercise yards at the City’s Animal Control Facility located at 1991 SE Hamblen Road. The City currently maintains a contract with Turf Etc., LLC d/b/a SYNLawn for turf products and installation services. Approval is required because this purchase will increase the City’s total annual expenditures under this contract beyond the $75,000.00 threshold requiring City Council authorization.
Key Issues/Background
The animal exercise yards at the City’s Animal Control Facility (1991 SE Hamblen Road) are currently surfaced with natural grass. Due to daily animal activity and seasonal Missouri weather conditions, the yards frequently become muddy and difficult to maintain. These conditions create sanitation concerns, complicate routine washing and cleaning of the yards, and increase ongoing maintenance requirements for staff.
Animal Control staff evaluated surface options that would improve drainage, durability, and sanitation in the exercise areas. Synthetic turf designed for animal care environments was identified as a practical solution. Installation of SYNLawn Pet Platinum Turf will provide a permeable, durable surface that allows for improved drainage, more effective cleaning, and more consistent year-round use of the exercise yards.
The City currently maintains a contract with Turf Etc., LLC d/b/a SYNLawn for turf products and installation services. Utilizing this existing contract allows the City to complete the project through an established procurement vehicle.
Impact/Analysis:
Installation of synthetic turf in the animal exercise yards will improve the overall functionality and maintenance of the Animal Control Facility. The proposed turf system is designed for animal care environments and will provide improved drainage, a more sanitary surface for routine cleaning, and greater durability under daily animal activity. These improvements are expected to reduce muddy conditions, improve the ability of staff to wash and maintain the yards, and provide a more consistent surface for animal exercise throughout the year.
The proposed purchase and installation will be completed through the City’s existing contract with Turf Etc., LLC d/b/a SYNLawn. Utilizing this contract allows the City to obtain the product and installation services through an established procurement vehicle while maintaining consistency with other turf products used by the City.
The total cost of the project will not exceed $167,030.14. Because this purchase will increase the City’s annual expenditures under this contract beyond the $75,000.00 threshold, City Council approval is required. The project will be funded with salary savings from Animal Control and Police vacancies.

FIRST MOTION: I move to recommend to City Council approval of an Ordinance approving the purchase and installation of Pet Platinum Turf at the City of Lee’s Summit Animal Control Facility through the City’s existing contract with Turf Etc., LLC d/b/a SYNLawn, in an amount not to exceed $167,030.14, and authorizing the City Manager to execute the agreement by and on behalf of the City.
SECOND MOTION: I move for adoption of an Ordinance approving the purchase and installation of Pet Platinum Turf at the City of Lee’s Summit Animal Control Facility through the City’s existing contract with Turf Etc., LLC d/b/a SYNLawn, in an amount not to exceed $167,030.14, and authorizing the City Manager to execute the agreement by and on behalf of the City.
