Issue/Request:
The applicant seeks approval for updated architectural elevations for the 46 platted lots within Kensington Farms, 7th Plat, as well as removal of a condition from the original 2005 Kensington Farms approval prohibiting the construction of slab homes within the subdivision. Development of the property is tied to the approved preliminary development plan for said project, including the associated building elevations. Kensington Farms was originally approved in 2005. Subsequent preliminary development plans updating residential architectural standards for the entire development were approved by City Council in 2014 and 2023.
The proposed elevations have been reviewed and are compatible with the original home styles approved in 2005 and updated in 2014 and 2023. Homes will continue to offer 1, 1-1/2 and 2-story options. Building materials will include stucco, masonry, lap siding, board and batten, shake siding and composition roofs, which are consistent with previously approved palette of exterior building materials.
As it relates to the requested removal of the prohibition of slab home construction, the applicant instead proposes slab home construction with the option of a storm-hardened room or area. Staff supports the removal of the prohibition of slab home construction, provided that a storm-hardened room or area is required for a slab home (versus offering a storm-hardened room or area as an option for a slab home).
There are no proposed changes to any previously approved zoning, density, setbacks, phasing, or lot sizes as part of this application. The scope of the subject application is limited to approval of updated building elevations and removal of the prohibition of slab homes specifically within the boundaries of Kensington Farms 7th Plat.

Recommendation
Recommendation: Based on staff’s review and finding that the application meets the applicable requirements of the UDO and the Design & Construction Manual, staff supports the proposed application, subject to the conditions of approval outlined below.
1. The existing Kensington Farms PDP shall be amended to update the architectural building elevations for the Kensington Farms 7th Plat area in accordance with the revised architectural building elevation compilation uploaded October 12, 2026.
2. Development of Kensington Farms shall be subject to the continued obligations of the original approval under Ordinance No. 5997, except that Condition #2 (prohibition of slab on grade homes) shall be deleted.
3. The construction of slab on grade homes shall be allowed, subject to the requirement that a hardened room/area be provided in each slab on grade home.
