An Ordinance authorizing the execution of a work order in accordance with the City's on-call construction services agreement (Contract 2024-057-1) with TC Fuller Construction LLC., for the Decommissioning of the HCA Excess Flow Holding Basin in the amount of $171,331.43, and authorizing the City Manager to execute all necessary documents.
Key Issues:
• The City has owned and operated the HCA Excess Flow Holding Basin (EFHB) since 2010.
• The South Prairie Lee Interceptor Sewer Upgrades were completed in late Fall of 2025 and included upsizing of the interceptor to account for growth and to allow the decommissioning of the HCA EFHB.
• Pursuant to Ordinance No. 9880, the City has an on-call construction services contract with TC Fuller Construction, LLC.
• The City desires to use the City’s on-call construction services contract with TC Fuller Construction, LLC to complete the Decommissioning of the HCA EFHB.
• Project P-289, was included in the FY 2023 Capital Improvement Plan with funding from the Sewer Construction Fund.

I move to recommend to the City Council approval of an Ordinance authorizing the execution of a work order in accordance with the City's on-call construction services agreement (Contract 2024-057-1) with TC Fuller Construction LLC., for the Decommissioning of the HCA Excess Flow Holding Basin in the amount of $171,331.43, and authorizing the City Manager to execute all necessary documents.
Proposed City Council Motion:
FIRST MOTION: I move to advance to second reading an Ordinance authorizing the execution of a work order in accordance with the City's on-call construction services agreement (Contract 2024-057-1) with TC Fuller Construction LLC., for the Decommissioning of the HCA Excess Flow Holding Basin in the amount of $171,331.43, and authorizing the City Manager to execute all necessary documents.
SECOND MOTION: I move for the adoption of an Ordinance authorizing the execution of a work order in accordance with the City's on-call construction services agreement (Contract 2024-057-1) with TC Fuller Construction LLC., for the Decommissioning of the HCA Excess Flow Holding Basin in the amount of $171,331.43, and authorizing the City Manager to execute all necessary documents.
Background:
The HCA Excess Flow Holding Basin was constructed in 2010 to serve as inline peak flow storage to account for the increase in wastewater flows caused by the construction of the HCA Hospital. The South Prairie Lee Interceptor Sewer Upgrades, which were completed to address future growth in the watershed, increased the overall capacity of the South Prairie Lee Interceptor. With this increase, the HCA EFHB was rendered inactive. Therefore, it is proposed to decommission the HCA EFHB with this project. The proposed scope of work includes the removal of equipment, the demolition of any existing structures, and the filling of the basin. The 2022 Wastewater Master Plan addresses the decommissioning of the HCA EFHB. The project was included in the FY2023 Capital Improvements Plan, from the Sewer Construction Fund, but could not be completed until the South Prairie Lee Interceptor Sewer Upgrades were completed.
