An Ordinance approving Modification No. 2 to the Agreement for Professional Architectural services for the Fire Station No. 1 Renovation or Replacement Project (RFQ No. 2024-14) between the City of Lee’s Summit, Missouri and WSKF for an increase of $1,296,500.00 for an amended contract amount of $ 1,437,980.00 and authorizing the City Manager to execute an agreement for the same.

 

Key Issues:

•                     In April 2023, the voters approved issuing obligation bonds to design and complete the renovation or replacement of Fire Station No.1

 

•                     The replacement of Fire Station 1 will allow two fire brigades to serve the downtown area and support city-wide public safety, emergency response, and fire-fighting efforts

 

•                     Pursuant to Ordinance No. 9821, the City entered into an Agreement with WSKF (Architect) for Architectural Design Services for the Fire Station No. 1 Renovation or Replacement in the amount of $113,830.00

 

•                     Pursuant to Ordinance No. 9972, the City approved Amendment 1 to the Agreement for an increase of $27,650.00 for a revised contract amount of $141,480.00

 

•                     The City of Lee’s Summit desires modify the Base Agreement, as amended, with Architect to provide said services (hereinafter “Modification No. 2”)

 

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving Modification No. 2 to the Agreement for Professional Architectural services for the Fire Station No. 1 Renovation or Replacement Project (RFQ No. 2024-14) between the City of Lee’s Summit, Missouri and WSKF for an increase of $1,296,500.00 for an amended contract amount of $ 1,437,980.00 and authorizing the City Manager to execute an agreement for the same.

FIRST READING: I move for a second reading of an Ordinance approving Modification No. 2 to the Agreement for Professional Architectural services for the Fire Station No. 1 Renovation or Replacement Project (RFQ No. 2024-14) between the City of Lee’s Summit, Missouri and WSKF for an increase of $1,296,500.00 for an amended contract amount of $ 1,437,980.00 and authorizing the City Manager to execute an agreement for the same.

 

SECOND READING: I move for adoption of an Ordinance approving Modification No. 2 to the Agreement for Professional Architectural services for the Fire Station No. 1 Renovation or Replacement Project (RFQ No. 2024-14) between the City of Lee’s Summit, Missouri and WSKF for an increase of $1,296,500.00 for an amended contract amount of $ 1,437,980.00 and authorizing the City Manager to execute an agreement for the same.

 

Background:

On April 4, 2023, voters approved NTIB bonds for several public safety projects, including the Renovation or Replacement of Fire Station 1. WSKF was selected to perform architectural and engineering services via RFQ 2024-14 and has already performed pre-construction services for the project. Contract modification 1 added additional site studies to WSKF's contract, and that work led to the City's decision to demolish and replace Fire Station 1 at the same location on SE Douglas Street. Contract Modification 2 adds a not-to-exceed amount of $1,296,500 for the remaining design and construction administration services required to complete the project under SCON-1004.

 

 

Impact/Analysis:

Approval of Contract Modification 2 will allow continuity of the project team's efforts by using the same architect for the remainder of the project.
