An Ordinance approving the dual award of RFP 2023-028 to SAK Construction, LLC and Proshot Concrete, Inc for Corrugated Metal Pipe (CMP) Rehab Using Trenchless Technology and Related Products and Services for a one-year term with four possible one-year renewal options and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The City has over 122 miles of Corrugated Metal Pipe (CMP) that is prone to failure due to corrosion or other damages that may lead to sinkholes or flooding
• The City should have the ability to rehabilitate CMP using trenchless technology, related products, and related services
• The City will use trenchless rehabilitation services to repair CMP storm pipes where open-cut construction would either be too costly and/or cause significant disruption to the public
• Funding for Corrugated Metal Pipe (CMP) Rehab/Replacement project is supported by the 2017 Capital Improvement Project (CIP) Sales Tax
• The City desires to enter into two on-call service contracts for trenchless CMP rehabilitation to extend the life of existing public stormwater infrastructure

Background:
The City of Lee's Summit currently owns and maintains about 122 miles of corrugated metal pipe (CMP) throughout the City. According to a 1991 study by MODOT, the average lifespan of corrugated steel pipe in Missouri is approximately 44 years. A majority of the CMP pipe currently in service in Lee's Summit was installed during the 1980's and 1990's, thus it is nearing the end of its expected service life.
When these pipes fail, large sinkholes can open near the failed pipe, destroying roadways and utilities and potentially damaging nearby structures. Trenchless rehabilitation work can extend the service life of CMP, repair sinkholes and do so without impacting roadways, utilities and nearby structures. Common trenchless rehabilitation work may include, but not be limited to, cured-in-place-pipe (CIPP), spiralized polymer lining, injection grouting, and/or shotcrete pipe rehabilitation of defective infrastructure.
The contracts in RFP 2023-028 will allow Public Works to react quickly when a pipe in urgent need of repair is identified. The trenchless techniques utilized by Proshot Concrete, Inc and SAK Construction, LLC will enable the rehabilitation of storm pipes and culverts without shutting down roadways and with minimal surface disruption or restoration. Each contractor has different specialties that can be used in different situation depending on the type of CMP degradation. The City can authorize work to the contractor that provides the best expertise and/or has staff available for the task.
Both of the contractors selected have the expertise and experience to successfully perform the work. City staff spoke with agencies that have used these contractors for similar work, and all the agencies contacted provided positive references in regards to performance and customer service.
Impact/Analysis:
Purchasing issued RFP 2023-028 on January 30, 2023. The RFP was advertised on the City’s website and PublicPurchase.com. Two firms submitted proposals prior to the February 22, 2023 closing date. All submittals were evaluated by a City Staff evaluation team composed of four personnel from Public Works.
Two contracts are being awarded in order to have contractors available in the event of conflict or if the other contractor is unable to respond in the needed time frame; be able to choose the contractor that may have the better expertise to complete the task; and to have a contractor(s) available in emergency situations.
