Issue/Request:

An Ordinance approving Modification No. 5 to an Agreement for Professional Engineering Services for the Pryor Road Improvements from Longview Road to Hook Road (RFQ No. 2020-046), between the City of Lee's Summit, Missouri, and TranSystems Corporation, for an increase of $76,272 with an amended not to exceed amount of $1,540,125, and authorizing the City Manager to execute an agreement for the same.

 

Key Issues:

                                          Pursuant to Ordinance No. 8865, the City and TranSystems Corporation (hereinafter "Engineer") entered into an Agreement for Professional Engineering Services for the Pryor Road Improvements from Longview Road to Hook Road (RFQ No. 2020-046) dated April 28, 2020 (hereinafter "Base Agreement")

                     Pursuant to Ordinance No. 9134, the City and Engineer modified the Base Agreement per Modification No. 1 dated April 22, 2021, to design for a water main extension along Pryor Road from Scherer Road to Longview Road.

                     The City and Engineer modified the Base Agreement pursuant to Modification No. 2 dated October 19, 2021, to design for a water main relocation, develop a landscaping plan, establish existing rights-of-way, easements, and lots, and stake the centerline of Pryor Road Improvements.

                     The City and Engineer modified the Base Agreement pursuant to Modification No. 3 dated April 14, 2023 to design for a traffic signal at the intersection of Eagle View Drive and Pryor Road.

                     The City and Engineer modified the Base Agreement pursuant to Modification No. 4 dated May 17, 2024 to incorporate changes to the plans resulting from right-of-way negotiations, potholing of 30" water main, and relocations associated with the proposed Mouse Creek Tunnel.

                     City staff has determined the necessity to incorporate a grade-separated crossing of the Mouse Creek Trail (hereinafter “Services”).

                     Engineer has submitted a proposal with estimated costs to provide the Services.

                     The City desires to further modify the Base Agreement, as amended, with Engineer for the Services (hereinafter “Modification No. 5”).

I move to recommend to the City Council approval of An Ordinance approving Modification No. 5 to an Agreement for Professional Engineering Services for the Pryor Road Improvements from Longview Road to Hook Road (RFQ No. 2020-046), between the City of Lee's Summit, Missouri, and TranSystems Corporation, for an increase of $76,272 with an amended not to exceed amount of $1,540,125, and authorizing the City Manager to execute an agreement for the same.

FIRST MOTION: I move for a second reading of an Ordinance approving Modification No. 5 to an Agreement for Professional Engineering Services for the Pryor Road Improvements from Longview Road to Hook Road (RFQ No. 2020-046), between the City of Lee's Summit, Missouri, and TranSystems Corporation, for an increase of $76,272 with an amended not to exceed amount of $1,540,125, and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for adoption of an Ordinance approving Modification No. 5 to an Agreement for Professional Engineering Services for the Pryor Road Improvements from Longview Road to Hook Road (RFQ No. 2020-046), between the City of Lee's Summit, Missouri, and TranSystems Corporation, for an increase of $76,272 with an amended not to exceed amount of $1,540,125, and authorizing the City Manager to execute an agreement for the same.

 

 

Background:

The City and TranSystems Corporation entered into an Agreement dated April 28, 2020, (RFQ No. 2020-046) for Professional Engineering Services for the Pryor Road Improvements from Longview Road to Hook Road project.  TranSystems Corporation is completing final design for the project and preparing to submit to MoDOT for construction approval.

The proposed Mouse Creek Trail is identified in the Greenway Master Plan and is in the early design phase.  The trail is currently proposed to cross Pryor Road at the signalized intersection of Hook Road and Pryor Road.  Pryor Road is a heavily used 45-mph roadway that will soon be expanded to four lanes.  The at-grade trail crossing as currently proposed has been identified by staff as a less efficient/direct route for non-motorized crossings of Pryor road in consideration of trail locations and school proximity whereby crossings mid-block of Pryor Road at-grade (with unwarranted and unsupported traffic controls mid-block along Pryor Road) are less safe, but probable, and would be better accommodated with a grade separated crossing near the trail system.  This modification will allow TranSystems to design a tunnel under Pryor Road for the trail crossing.  The proposed tunnel will separate bicyclists and pedestrians from vehicular traffic, eliminating conflicts and improving safety for all users.  The grade-separated crossing will also provide improved continuity for the proposed trail system when compared to the at-grade signalized crossing.

This project scored highly on the federal funding application due to the incorporation of complete streets features and improved accessibility for bike/pedestrian users along the corridor.  The benefits of the trail crossing are in alignment with these goals.  Trails were identified as being a high-priority amenity by citizens in a recent survey.  In addition, the trail crossing will advance the goals of healthy lifestyle opportunities and recreation amenities identified in the City's Strategic Plan. 

The proposed tunnel was unable to be included in the original scope of the project due to a lack of funding source.  Since that time, federal funding has been allocated to the Parks Department for the Mouse Creek Trail and to the Public Works Department for the Pryor Road Improvements project.  In addition, revenues have been higher than forecasted, allowing city staff to identify local funding to support the design and construction of the tunnel.

 

 

Impact/Analysis:    

The modification to the agreement will allow the City to incorporate a grade-separated crossing of the Mouse Creek Trail into the project.  TranSystems Corporation previously analyzed several options for the trail crossing and determined a grade-separated crossing to be the safest option.  Aligning the Pryor Road project with the Mouse Creek Trail crossing allows for improved efficiency and cost savings.  The construction of the trail crossing will occur concurrently with the Pryor Road Improvements project to eliminate unnecessary road closures and re-construction of new infrastructure.
