Issue/Request:

An Ordinance approving a cooperative agreement (Contract #2023-046) with Uretek USA, Inc. for on-call soil and pavement stabilization services for a period of one year with three possible one-year renewals and authorizing the City Manager to execute an agreement for the same.

 

Key Issues:

-Public Works has a need for services to stabilize soil and pavements under roadways, rail spurs etc.

-Soil and stabilization services is a less disruptive process to fill voids in soil and lift pavement.

-Uretek stabilizes the soil to prevent future settlement.

-Repairs can be made without removal of pavement.

-Funding for this service is provided through the City’s Transportation Sales Tax under the ROW Infrastructure Rehabilitation Program included in the FY24 Capital Improvement Plan.

 

Proposed City Council Motion:

FIRST MOTION; I move to recommend to the City Council approval of an Ordinance approving a cooperative agreement (Contract #2023-046) with Uretek USA, Inc. for on-call soil and pavement stabilization services for a period of one year with three possible one-year renewals and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION; I second the motion to recommend to the City Council approval of an Ordinance approving a cooperative agreement (Contract #2023-046) with Uretek USA, Inc. for on-call soil and pavement stabilization services for a period of one year with three possible one-year renewals and authorizing the City Manager to execute an agreement for the same.

 

Background:

The City of Lee's Summit has used Uretek services in the past and currently has a COOP agreement with them. The COOP base contract was established by the City of Springfield, MO, through a competitive bid process whereby Uretek was selected as the most responsive, best bid, for the purchase of such products and services.  The City Manager entered into this COOP agreement with Uretek in accordance with the Procurement Policy.  Given the previous contract spend amounts, City Council contract approval was not necessary.  However, the potential exists for expenditures under this COOP agreement to exceed the City Manager's authorization limit for contract use as defined in the Procurement Policy.  As a result, the Public Works Department is seeking City Council approval of this contract for its continued use in compliance with the Procurement Policy.  Use of this COOP contract will still be limited by City Council approved funding.  Funding for these products and services is provided through the City’s Transportation Sales Tax under the ROW Infrastructure Rehabilitation Program included in the adopted Capital Improvement Plan and City Council adopted budget appropriations.

Recommendation

Staff recommends approving a cooperative agreement (Contract #2023-046) with Uretek USA, Inc. for on-call soil and pavement stabilization services for a period of one year with three possible one-year renewals and authorizing the City Manager to execute an agreement for the same.

 

 

Committee Recommendation

The Public Works Committee voted unanimously 4-0, to recommend to City Council approval of an Ordinance approving a cooperative agreement (Contract #2023-046) with Uretek USA, Inc. for on-call soil and pavement stabilization services for a period of one year with three possible one-year renewals and authorizing the City Manager to execute an agreement for the same.
