Issue/Request:
An Ordinance approving the award of Bid No. 2027-006 for structural repairs to the City Hall parking garage to Pullman SST, Inc in the amount of $95,550.00 and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The Procurement and Contract Services Department formally solicited Bid No. 2027-006 for Structural Repairs to the parking garage via its e-bidding service, Public Purchase, on August 10, 2026.
• Seven hundred and sixty (760) bidders were notified via Public Purchase. Seventy-six (76) potential bidders accessed the online bid documents.
• On the bid opening date of September 4, 2026, the Procurement and Contract Services Department received two (2) bids. After reviewing and checking references, the project manager deemed it prudent to recommend the lowest and most responsive bidder, Pullman SST, Inc.

Background:
The parking structure is about 20 years old and exhibits some water damage in the form of spalling and cracking concrete. The City contracted an engineering firm to do a structural investigation and another engineer to prepare repair documents. While the structure is in overall good condition, some repairs are needed to preserve its integrity and extend its lifespan. Repairs will be spread out over a number of years, with the immediate and high priority recommendations getting addressed first.
This is a BERP funded project.
Impact/Analysis:
Repairs to the parking garage will preserve its integrity and prolong the life of the structure.
