Issue/Request:

An Ordinance authorizing the execution of a Surface Transportation Block Grant Program Funding Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number STBG 3338(406), Lakewood Way Complete Street Improvements - Woods Chapel Road to Bowlin Road, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.

 

Key Issues:

Pursuant to the FY2024 Capital Improvement Plan and Thoroughfare Master Plan, the City planned for improvements along Lakewood Way between Woods Chapel Road and Bowlin Road to improve safety, traffic operations, and accessibility; provide a multimodal transportation option and rehabilitate existing pavement (hereinafter "Project").

The Missouri Highways and Transportation Commission ("hereinafter MoDOT") approved the City's submittal of the Project for Surface Transportation Block Grant (STBG) program federal funding in the amount of $1,190,000 (hereinafter "Federal Project Number STBG 3338(406)")

An agreement between the City and MoDOT is necessary to memorialize the mutual covenants, promises, and representations for Federal Project Number STBG 3338(406) for the STBG Program (hereinafter “STBG Funding Agreement”).

 

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving a Surface Transportation Block Grant Program Funding Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number STBG 3338(406), Lakewood Way Complete Street Improvements - Woods Chapel Road to Bowlin Road, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an Ordinance approving a Surface Transportation Block Grant Program Funding Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number STBG 3338(406), Lakewood Way Complete Street Improvements - Wood Chapel Road to Bowlin Road, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.

 

SECOND MOTION:  I move for adoption of an Ordinance approving a Surface Transportation Block Grant Program Funding Agreement between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission related to the public improvement project designated as Federal Project Number STBG 3338(406), Lakewood Way Complete Street Improvements - Woods Chapel Road to Bowlin Road, within the City limits of Lee's Summit, Missouri and authorizing the Mayor to execute the same.  

 

Background:

Improvements to Lakewood Way were approved by voters as part of the April 2023 No Tax Increase Bond Issue for transportation projects.  The project will enhance safety and operations with the addition of complete street amenities including a shared-use path (and potentially areas of sidewalk), ADA improvements, street lighting and access management modifications. The City’s Comprehensive Plan and Greenway Master Plan proposed improvements along this corridor to facilitate multi-modal transportation facilities.  The project supports the City's Livable Streets Policy Resolution.

The project will re-construct approximately 1.7 miles of Lakewood Way from Woods Chapel Road to Bowlin Road, improving capacity, accessibility and safety for all users. Currently, Lakewood Way has the same features from its original construction as an outer road along I-470 when built over 40 years ago. The reconstruction will improve this to the City’s urban street standards with sidewalk (e.g. shared use path), curb, gutter, enclosed drainage (if needed), turn lanes (where warranted), lighting, longer-lasting pavements, and add several livable street features. Ancillary work may include temporary and permanent easement and permanent Right-of-Way acquisition that will occur in 2026-2027. Pending successful acquisition, project construction would be in 2027-2028.

The Mid-America Regional Council (MARC) announced a call for projects to compete for Surface Transportation Block Grant federal funding in federal Fiscal years 2027 and 2028.  The Lakewood Way project was submitted as a candidate and scored very well because of the safety improvements, addition of multi-modal elements, and proximity to activity centers.  As a result, the project was allocated $1,190,000 dollars for construction work in fiscal year 2027.

 

Impact/Analysis:

Entering into the Agreement allows the City to receive federal money for the Lakewood Way improvements.  Failure to do so would result in us forfeiting that money.
