An Ordinance accepting an Energy Efficiency and Conservation Block Grant Agreement for an energy assessment and upgrade of energy systems from the United States Department of Energy to the City of Lee's Summit, Missouri and authorizing the Mayor to execute any agreements or other documents for the same.  (F&BC 5/6/24)

Body

Issue/Request:

An Ordinance accepting an Energy Efficiency and Conservation Block Grant Agreement for an energy assessment and upgrade of energy systems from the United States Department of Energy to the City of Lee's Summit, Missouri and authorizing the Mayor to execute any agreements or other documents for the same.

Key Issues:

City eligible for $150,390 from grant program to:

--Perform a level III ASHRAE Energy Audit to identify opportunities for additional cost saving measures and to inform future equipment replacements in order to maximize efficiencies.

--Upgrade equipment to reduce energy consumption/cost

Proposed Committee Motion:

I move to recommend to City Council for approval of An Ordinance accepting an Energy Efficiency and Conservation Block Grant Agreement for an energy assessment and upgrade of energy systems from the United States Department of Energy to the City of Lee's Summit, Missouri and authorizing the Mayor to execute any agreements or other documents for the same.

Background:

The Department of Energy developed the Energy Efficiency Conservation Block Grant (EECBG) to assist state, local and tribal governments in reducing energy usage and to improve overall energy efficiency.

Lee's Summit was identified by the DOE as an eligible local government.

The award amount for Lee's Summit is $150,390 and is based on population.

We have chosen to use the voucher system which allows us to complete the work and submit our receipts for reimbursement.  This process is much faster and is recommended by the DOE for awards less than $250,000.

Applications for using the voucher system have been submitted and are awaiting approval by the DOE.
