Issue/Request:

An Ordinance approving term extensions until June 30, 2021 and payment adjustments for certain Public Service Agreements by and between the City of Lee’s Summit, Missouri and Downtown Lee’s Summit Main Street; Lee’s Summit Economic Development Council; and, Velocity Lee’s Summit, Inc., for the purposes stated in each agreement; and authorizing the City Manager to execute the same by and on behalf of the City.

 

Key Issues:

-Prior to the current Fiscal Year beginning, the City Council passed an ordinance which extended the Public Service Agreement (PSA) contracts for the first six months of the Fiscal Year (July 1, 2020 - December 31, 2020).

-The PSA contracts are currently set to expire on December 31, 2020.

-The purpose of this ordinance is to extend the PSA contracts for the second six months of the Fiscal Year (January 1, 2021 - June 30, 2021).

-The combined expenditures for the PSA contract extensions for Downtown Lee’s Summit Main Street; Lee’s Summit Economic Development Council; and, Velocity Lee’s Summit, Inc total $99,015.06.

-In addition to modifying the agreement term and compensation for the PSA contracts, there is language included for the PSA organizations to submit documents by April 1, 2021, outlining proposed changes and updates to the contracts beginning in Fiscal Year 2022.

 

Proposed City Council Motion:

I move for adoption of an Ordinance approving term extensions until June 30, 2021 and payment adjustments for certain Public Service Agreements by and between the City Of Lee’s Summit, Missouri and Downtown Lee’s Summit Main Street; Lee’s Summit Economic Development Council; and, Velocity Lee’s Summit, Inc., for the purposes stated in each agreement; and authorizing the City Manager to execute the same by and on behalf of the City.

 

 

Background:

At the Finance and Budget Committee meeting on November 9, 2020, and the City Council meeting on December 1, 2020, information on the PSA contracts and the Business & Industry Fund was discussed.  From those meetings direction was given by the City Council to bring forward the extensions to the PSA contracts.

 

Impact/Analysis:

When the budget for the Fiscal Year ending June 30, 2021 was adopted, the Business & Industry Fund had budgeted for the Public Service Agreement (PSA) contracts to be extended for the first six months of the Fiscal Year (July 1, 2020 - December 31, 2020).  The additional funds for the PSA contract extensions total $99,015.06.  There is a corresponding agenda item which will amend the Business & Industry Fund budget and increase the authorized expenditures to include the additional funds ($99,015.06) for the PSA contract extensions.

 

Other Information/Unique Characteristics:

At the December 1, 2020 City Council meeting a motion was approved by a majority of the City Council for support of extending the funding to the PSA organizations for the second half of the current fiscal year as it was outlined in the staff presentation and requiring the PSA organizations to submit documents by April 1, 2021 outlining what the PSA contracts will look like going forward.
