Issue/Request:
An Ordinance approving the award of Bid No. 889 for the Traffic Calming Project on NW Lake Dr to Quality Custom Concepts, Inc. DBA Quality Custom Construction in the amount of $99,683.00, and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• This project is a result of the Neighborhood Traffic Safety Program (NTSP). All necessary studies, resident engagement and petition processes of the Neighborhood Traffic Safety Program (NTSP) were completed.
• This project was recommended by the NTSP study that was performed for the work requested by residents.
• This project was supported by Lakewood POA to study and install traffic calming on NW Lake Dr.
• This project will install one raised crosswalk, two speed humps, and associated signage on Lake Dr.

Background:
Representatives of the Lakewood POA approached Lee’s Summit Public Works Department to address speeding concerns along NW Lake Drive.
A traffic study was conducted by Public Works which included collecting car counts and speed data for one full week, looking at historic crash data, and reviewing local conditions such as road width, sidewalks, sight distance, vicinity of parks and schools, residential density, and pedestrian attractions/generators. The area received a score of 62 based on Neighborhood Traffic Safety Program study criteria for the area. A score of 50 or higher is required for an area to be considered for engineered treatments. It was determined the combination of travel speeds, traffic volume, bike route, and amenities along Lake Drive provides conditions that may not be addressed through existing education and enforcement, therefore traffic calming along the roadway in the form of speed humps was recommended. Typically for NTSP applications initiated by citizens, a petition process follows the completed study. This requirement was waived for Lake Dr since the application was initiated by the Lakewood POA, who speaks on behalf of the residents of Lakewood effected by the traffic calming treatments.
Data collected during the week of June 13, 2023 indicated the 85th percentile speed was measured to be 41 mph. The posted speed limit on NW Lake Dr is 30 mph.
Access to the Lakewood Clubhouse will be maintained at all times.
Quality Custom Concepts, Inc. DBA Quality Custom Construction was determined to be the lowest and best responsive and responsible bidder. Public Works Engineering Staff reviewed the bid and recommend awarding the contract to Quality Custom Construction in the amount of $99,683.00.
Funding for the Neighborhood Traffic Safety Program was approved as part of the Capital Improvement Plan. The program fund balance is sufficient to cover this agreement, construction oversight, and remaining NTSP requests, studies, meetings, and design of future NTSP programs.
This project was delivered using a traditional design, bid, build (DBB) process. The design was performed by Staff and construction was competitively bid through an open and public process as described herein.
Impact/Analysis:
These improvements are expected to reduce speeding and increase safety in the impact area.

Public Works Engineering issued Bid No. 889 for the Traffic Calming Project for NW Lake Dr to Quality Custom Concepts, Inc. DBA Quality Custom Construction in the amount of $99,683, and authorizing the City manager to execute an agreement for the same. The bid was advertised and potential bidders were notified through QuestCDN. Three potential bidders obtained plans and specifications from QuestCDN, and three responsive bids was received by the January 28, 2026 bid opening date.
