Issue/Request:

An Ordinance approving Change Order No. 1 to the Agreement for Project No. 205 for the Bowlin Tank - Recoating Project to Cunningham Sandblasting & Painting Co., for an increase in the contract price of $105,400.00, for a revised agreement amount of $782,500.00 and to increase the project timeline by 20 days, and authorizing the City Manager to execute an agreement for the same.

 

Key Issues:

•    Pursuant to Ordinance No. 10318, the City and Cunningham Sandblasting & Painting Co (hereinafter "Contractor") entered into an Agreement for the construction of Project No. 205 for the Bowlin Tank - Recoating Project (hereinafter "Base Agreement").

 

•    The City desires to further modify the Base Agreement, for additional work and adjust construction contract time associated with adding exterior coating to the Bowlin Tank - Recoating Project.

 

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an Ordinance awarding the Change Order No. 1 for Project No. 205 for the Bowlin Tank - Recoating Project to Cunningham Sandblasting & Painting Co. in the amount of $105,400.00, and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for adoption of an Ordinance awarding the Change Order No. 1 for Project No. 205 for the Bowlin Tank - Recoating Project to Cunningham Sandblasting & Painting Co. in the amount of $105,400.00, and authorizing the City Manager to execute an agreement for the same.

 

Background:

 

Constructed in 1980, Bowlin Tank serves the north water distribution system as ground storage tank annually from June through October. Last recoated in 2008, the interior coating of the tank is beginning to fail and has reached the end of its life cycle. Although the coating system on the tank has exceeded its minimum expected life cycle, the coating has begun to fail in the interior and exterior. Recoating of the tank will extend the life cycle of the tank by 15 to 30 years. Replacement of the deteriorating exterior grout will ensure structural stability of the tank and extend the life of the tank.

 

This change, Change Order No. 1, will address the additional work needed of overcoating the entire exterior surface of the tank and 20 additional days needed to complete the work. Upon review, the exterior coating of the tank is in poor condition and the grout along the exterior perimeter of the tank is deteriorating. The project originally consisted of recoating the interior, spot coating repairs to the exterior, and exterior grout replacement (last recoated and repaired in 2008) .  The requested increase amount for this contract is $105,400.00.

 

Impact/Analysis:

As the tank cleaning has progressed, it became apparent that the amount of touchup required will exceed the allowance quantity significantly to the extent that a full overcoat has been determined to be a better long-term value. Water Utilities has reviewed the proposed change to Endura-Shield over the specified Hydroflon and determined that this change is appropriate for the design conditions. Therefore, it is recommended that the entire tank be coated by Cunningham Sandblasting & Painting Co. to extend the life of the tank.
