Background:
I-470 between US-40 and US-50 is a critical corridor serving regional and local traffic within Lee's Summit, and it has experienced increasing congestion as travel demand along the corridor has grown. City Council directed staff to pursue a corridor study evaluating improvements to I-470 in this segment, including the addition of one travel lane in each direction, to address existing and projected congestion, as well as improved access at the junction of I-470, M-291 and Colbern Road.
Because I-470 is a state-owned facility, any capacity improvements will ultimately require approval from the Missouri Department of Transportation (MODOT). Considering the improvements are likely to cost hundreds of millions of dollars, a partnership with MODOT and Federal Government for funding will be necessary. As directed by City Council, a study of I-470 will assist with those state and federal funding discussions. To advance this effort in the most expeditious manner, staff solicited a scope of work from firms on MODOT's Local Public Agency (LPA) pre-qualified and selected on-call engineering list, which allows the City to engage a qualified engineering firm without a separate procurement process given the state already completed the QBS. HDR Inc was selected from this list to conduct the study.
The study will evaluate capacity improvements on I-470 from US-40 to US-50, including purpose and need, scoping, conceptual engineering, potential phasing and sequencing, cost estimating, and identification of key design and environmental considerations. The resulting report is intended to serve as a foundational document the City can use to engage and lobby state and federal lawmakers, providing a clear, credible basis for project cost and anticipated congestion relief, safety improvement and economic benefits in support of funding requests.
