Issue/Request:

An Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by revising Article 5, Division 1, Section 29-354 and Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit, Missouri.

 

Key Issues:

These changes to Article 5, Division 1, Section 29-354 and Appendix B, Schedule of Stopping, Standing and Parking Restrictions, were requested by staff as well as residents in the interest of public safety and traffic operations.

 

Proposed Committee Motion:

I move to recommend to the City Council approval of an Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by revising Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit, Missouri.

 

Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of an Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by revising Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit, Missouri.

 

SECOND MOTION:  I move for adoption of an Ordinance amending Chapter 29; Traffic and Motor Vehicles, of the Code of Ordinances for the City of Lee's Summit, Missouri, by revising Appendix B; Schedule of Stopping, Standing and Parking Restrictions, for certain streets and segments of streets located in the City of Lee's Summit, Missouri.

 

Background:

Addition of a restriction to Chapter 29, Article V, Division 1, Sec. 29-354 - B - 6:
No Parking or Standing on municipal parking lots outside of marked parking stalls. This restriction was brought forth because law enforcement is having trouble with cars parking in the drive aisle of the Arnold Hall Public Parking Lot.  Parking or Standing in drive aisles or driveways of parking lots restricts traffic flow and can also block fire access.  This addition to the Code would prohibit parking outside of marked parking spaces on municipal (or Public) parking lots such and allow  enforcement of those parked outside of the marked spaces without additional maintenance of pavement markings or signs.  The revision to this section of code also renumbers the provisions in Sec. 29-354.B accordingly to add this restriction to the list.

 

2nd Street from Blue Parkway to Independence Avenue, both sides:
This restriction was requested by the City Traffic Engineer.  This is the last remaining unrestricted section of 2
nd Street, so establishing this no parking zone will create consistency along the 2nd Street corridor.  It is also consistent with Langsford Road that is No Parking and aligns with 2nd Street at Independence Ave. to the East and consistent with Blue Parkway that is No Parking and aligns with 2nd Street to the West. Some areas of 2nd Street were previously marked as No Parking and this encompasses the entire route and clarifies the intent of No Parking along the entire arterial route.  Parts of 2nd Street from Blue Parkway to Noel are already No Parking and the part of 2nd Street from Jefferson Street to Independence Avenue is also No Parking, both sides.  Additionally, 2nd Street has already been marked with paved shoulders that are anticipated to transition to official bike lanes along the established bike route in accordance with the adopted Bicycle Transportation Plan. No parking is required to stripe bike lanes.  Few, if any, vehicles are ever observed parking along this section of 2nd Street and all properties have driveways available for parking.  This restriction is proposed at this time prior to more prevalent parking activity occurring and prior to the completion of the Green Street Development that is likely to support additional non-motorized (e.g. bicycle) trips along the 2nd Street Corridor in need of uninterrupted bike lanes.

 

Stoney Brook Drive from the intersection of SW 41st Street to the intersection of SW Cross Creek Drive, east side:
This restriction was requested by the residents and supported by a petition signed by 77% of the adjacent property owners.  The nearby park holds many sports practices and participants park on both sides of Stoney Brook Drive.  This causes difficulty for residents coming and going from their homes.  Allowing parking on the west side will still allow some parking, but still easing access for residents. 

 

Whistle Drive from the intersection of SW Stoney Brook Drive to a point 500 Feet east, north side:
This restriction was requested by the residents and supported by a petition signed by 77% of the adjacent property owners.  The nearby park holds many sports practices and participants park on both sides of Whistle Drive.  This causes difficulty for residents coming and going from their homes.  Allowing parking on the south side will provide access to the sidewalk. 

 

3rd Street from East Main Street to Johnson Street, both sides:
Two (2) hour parking from 9:00 a.m. to 6:00 p.m. This restriction is in anticipation of the Green Street Development and associated reconstruction of 3rd Street from Green Street to Johnson Street similar in context to other downtown streets with on-street parking which will add new parking spaces on both sides of 3
rd Street.  This creates consistency on 3rd Street through the downtown corridor.

 

Impact/Analysis:

This amendment should establish the No Parking and No Stopping restrictions. The inclusion in Schedule B will improve public reference and clear record for these restrictions.  These restrictions create consistency of similar corridors and/or along the same corridor.  These restrictions address resident concerns and enable bike lane implementations in accordance with standards and plans.  These restrictions will also help to improve traffic flow and safety.
