Issue/Request:

An Ordinance approving Modification No. 7 to an Agreement for Professional Engineering Services for the Pryor Road Improvements from Longview Road to Hook Road (RFQ No. 2020-046), between the City of Lee's Summit, Missouri, and GFT Infrastructure Inc., for an increase of $83,124.00 with an amended not to exceed amount of $1,821.520.00 and authorizing the City Manager to execute an agreement for the same.

 

Key Issues:

 

                     Pursuant to Ordinance No. 8865, the City and TranSystems Corporation (now GFT Infrastructure Inc.) (hereinafter "Engineer") entered into an Agreement for Professional Engineering Services for the Pryor Road Improvements from Longview Road to Hook Road (RFQ No. 2020-046) dated April 28, 2020 (hereinafter "Base Agreement")

 

                     Pursuant to Ordinance No. 9134, the City and Engineer modified the Base Agreement per Modification No. 1 dated April 22, 2021, to design for a water main extension along Pryor Road from Scherer Road to Longview Road.

 

                     The City and Engineer modified the Base Agreement pursuant to Modification No. 2 dated October 19, 2021, to design for a water main relocation, develop a landscaping plan, establish existing rights-of-way, easements, and lots, and stake the centerline of Pryor Road Improvements.

 

                     The City and Engineer modified the Base Agreement pursuant to Modification No. 3 dated April 14, 2023 to design for a traffic signal at the intersection of Eagle View Drive and Pryor Road.

 

                     The City and Engineer modified the Base Agreement pursuant to Modification No. 4 dated May 17, 2024 to incorporate changes to the plans resulting from right-of-way negotiations, potholing of 30" water main, and relocations associated with the proposed Mouse Creek Tunnel.

 

                     The City and Engineer modified the Base Agreement pursuant to Modification No. 5 dated June 27, 2024 to design for the Mouse Creek Trail underpass of Pryor Road.

 

                     The City and Engineer modified the Base Agreement pursuant to Modification No. 6 dated December 17, 2024 to provide construction administration services for the Pryor Road project.

 

                     City staff has determined the necessity to incorporate construction and engineering administration support services for the Mouse Creek Trail Tunnel (hereinafter “Services”).

 

                     Engineer has submitted a proposal with estimated costs to provide the Services.

 

                     The City desires to further modify the Base Agreement, as amended, with Engineer for the Services (hereinafter “Modification No. 7”).

 

 

Proposed Committee Motion:

I move to recommend to the City Council approval of An Ordinance approving Modification No. 7 to an Agreement for Professional Engineering Services for the Pryor Road Improvements from Longview Road to Hook Road (RFQ No. 2020-046), between the City of Lee's Summit, Missouri, and GFT Infrastructure Inc., for an increase of $83,124.00 with an amended not to exceed amount of $1,821.520.00, and authorizing the City Manager to execute an agreement for the same.

 

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance approving Modification No. 7 to an Agreement for Professional Engineering Services for the Pryor Road Improvements from Longview Road to Hook Road (RFQ No. 2020-046), between the City of Lee's Summit, Missouri, and GFT Infrastructure Inc., for an increase of $83,124.00 with an amended not to exceed amount of $1,821.520.00, and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for adoption of an Ordinance approving Modification No. 7 to an Agreement for Professional Engineering Services for the Pryor Road Improvements from Longview Road to Hook Road (RFQ No. 2020-046), between the City of Lee's Summit, Missouri, and GFT Infrastructure Inc., for an increase of $83,124.00 with an amended not to exceed amount of $1,821.520.00, and authorizing the City Manager to execute an agreement for the same.

 

Background:

The City and TranSystems Corporation entered into an Agreement dated April 28, 2020, (RFQ No. 2020-046) for Professional Engineering Services for the Pryor Road Improvements from Longview Road to Hook Road project. To date, the Base Agreement has been modified six times to cover design and survey for water main extensions and relocations; a traffic signal; landscaping; the Mouse Creek Trail underpass design, and construction services for the original construction contract.

 

TranSystems Corporation changed their name to GFT Infrastructure Inc.

 

The City plans to enter into a sole source construction contract with Clarkson Construction Company for the construction of the Mouse Creek Trail Tunnel. Clarkson Construction Company is the contractor rebuilding Pryor Road. A sole source contract with Clarkson Construction maintains continuity with the project and rather than a construction change order, a new contract expedites delivery considering the Pryor Road construction contract has grant money and the portion related only to Mouse Creek Trail Tunnel would not have grant money. With that construction contract, the contractor will be required to submit shop drawings and material certifications that must be reviewed by GFT to ensure conformance with project plans and specifications related to the Mouse Creek Trail Tunnel. GFT will also need to attend periodic construction meetings, respond to contractor’s Requests for Information, and prepare post-construction record drawings.

 

Impact/Analysis:    

This agreement will allow GFT to provide the City with construction and engineering related administrative services identified in the attached scope (Exhibit 1).
