Issue/Request:
Note: This ordinance was originally discussed at the August 5th Finance and Budget meeting. Staff is returning with the packet as there were scope items that were not included in the totals and there was a line item that was included in two separate service agreements. Instead of introducing this issue at Council, staff felt it was best to return to the committee.
The FY25 budget included an expansion request to upgrade permitting, licensing and code enforcement software used by Development Services. This ordinance allows the City to enter into the required contracts to perform the associated software upgrade.
The ordinance also includes a sole source request for the use of CityView.
Notes:
The total amount for these contracts is $424,461.44
The total amount in the FY25 budget expansion is $343,000
Development Services budget includes $93,269 for CityView maintenance and is not an expansion but is applied to this project.
The expansion spend of this contract minus the budgeted maintenance amount is $331,192.44 well within the expansion request.

I move to recommend to City Council approval of an Ordinance approving a Contractual Services Agreement, Hosting Service Agreement, Maintenance Agreement and Bronze Level Service Membership with N. Harris Computer Corporation for CityView software and authorizing the City Manager to execute the same for the City.
