An Ordinance authorizing execution of an addendum to the intergovernmental agreement by and between the City of Lee's Summit, Missouri and the Lee's Summit R-VII School District for School Resource Officers in the district's schools.
Key Issues:
The City and the Lee's Summit R-VII School District ("District") previously entered into an intergovernmental agreement dated September 22, 2022 to define their relationship regarding use of the City’s police officers as School Resource Officers (SROs) for District buildings. The city council passed Ordinance No. 9510 authorizing the agreement.
The City and the District desire to update their agreement describing the scope of services to be provided by SROs and the cost of those services and this addendum to the intergovernmental agreement is needed to amend Section 7 entitled “Working Hours”.
The addendum will have no impact on the city's current budget and will not result in any cost increases. In fact, it will provide a financial benefit to the city, as the school district will assume responsibility for the associated school officer's salary and benefits for all regular and overtime hours worked within the district or at district functions. This structure allows the police department and the school district to maintain service levels and operational effectiveness without placing a strain on municipal resources.

Background:
The original intergovernmental agreement (IGA) between the City and the District for the School Resource Officer program was approved in 1999. The City has been providing the District with SROs each school year since 1999.
Impact/Analysis:
The District will reimburse the City for the full value of each SRO’s salary and benefits for the hours worked on behalf of the District including overtime and extra duty pay.
