Issue/Request:
An Ordinance approving the award of RFQ No. 2024-064 for professional engineering services for the Engineering, Design and Construction Administration of Pump Stations and an agreement for professional engineering services for the Jacomo Pump Station Study project to HDR Engineering, Inc., for an amount not to exceed $100,000.00, and authorizing the City Manager to execute the same.
Key Issues:
-City staff sought bids to provide professional engineering services for the service area north of Colbern Road and south of Strother Road and bounded on the west by I-470 and Lake Jacomo of the Jackson County Parks and Rec on the east. This 836 acre undeveloped land currently is not served by sanitary sewer.
-The Wastewater Master Plan recommended this unsewered area be served through pump stations and force mains as the natural topography did not lend itself to a gravity collection system.
-City staff publicly advertised RFQ No. 2024-064 seeking qualified firms to provide professional engineering services for the engineering, design, and construction administration of pump stations to serve the 836 acre development. The project would begin with a preliminary study to provide recommendations for providing sanitary sewer services for the proposed property. Once completed, the study would likely lead into a design contract for the improvements proposed and, potentially, construction phase services.
-After review of those submissions for RFQ No. 2024-064, HDR Engineering, Inc. was determined to be the most qualified firm to undertake such an assignment.
-Following successful scope and fee negotiations, the City desires to enter into an agreement with Engineer for the Jacomo Pump Station Study.
-The study is funded as part of the FY25 CIP.

SECOND MOTION: I move for adoption of an Ordinance approving the award of RFQ No. 2024-064 for professional engineering services for the Engineering, Design and Construction Administration of Pump Stations and an agreement for professional engineering services for the Jacomo Pump Station Study project to HDR Engineering, Inc., for an amount not to exceed $100,000.00, and authorizing the City Manager to execute the same.
Background:
In the City’s Jacomo Watershed, there is approximately 836 acres undeveloped land currently owned by Property Reserve, Inc. The proposed property is located just north of Strother Rd south to Colbern Rd and bounded by I-470 to the west and Lake Jacomo of the Jackson County Parks and Rec to the east. The area is prime for development but has no current sewer service. The natural topography of the site will have a major influence on the sanitary sewer infrastructure. The proposed area lies nestled between the Maybrook Watershed to the north and west and the South Prairie Lee Watershed to the south. The proposed property naturally drains east and northeast to an existing arm of Lake Jacomo. The site, therefore, cannot flow by gravity to an existing gravity collection system and must be pumped into a neighboring watershed.
The study will provide recommendations for the proposed improvements. Preliminary evaluation indicates that at a minimum, two pump stations will be required to serve the area. The study will include recommendations for the location of the proposed pump stations and excess flow holding basins, sizing of the facilities with the purpose of establishing conceptual footprints, budgetary cost estimates, recommendations on design and construction delivery methods, and estimated schedule.
The natural topography of the site will influence the alternatives evaluated for serving future wastewater flows from this proposed development.
A six (6) member selection committee, consisting of Water Utilities staff, reviewed the three proposals submitted and determined HDR Engineering, Inc. to be the most qualified and City staff recommends the award of RFQ No. 2024-064 to HDR Engineering, Inc. After successful negotiations between the City and HDR Engineering, Inc. for scope and fee for services, City staff recommends the approval of an agreement between the City and HDR Engineering, Inc. for the Jacomo Pump Station Study.
Impact/Analysis:
Water Utilities Department issued RFQ No. 2024-064 on March 7, 2024, requesting qualifications for professional engineering services for the Project. The RFQ was advertised on the City's website and was posted to Public Purchase. 389 firms were notified via Public Purchase, 41 firms downloaded the RFQ, and three (3) firms submitted responsive statements of qualifications prior to the April 9, 2024, closing date. The firms were reviewed by an evaluation team composed of six Water Utilities Department personnel.

Recommendation: The Public Works Committee voted unanimously 3-0 (Councilmember Prier "Absent"), to recommend to City Council approval of an Ordinance approving the award of RFQ No. 2024-064 for professional engineering services for the Engineering, Design and Construction Administration of Pump Stations and an agreement for professional engineering services for the Jacomo Pump Station Study project to HDR Engineering, Inc., for an amount not to exceed $100,000.00, and authorizing the City Manager to execute the same.
