Issue/Request:

An Ordinance approving the award of RFQ No. 2026-014 and agreement for professional engineering services for the Cedar Creek Interceptor Phase 4 Improvements Project to Burns & McDonnell Engineering Company, Inc., in the amount of  $305,753.00, and authorizing the City Manager to execute the same.

 

 

Key Issues:

-As approved in the FY26 Capital Improvement Plan, the City has need of engineering services for the preliminary design, including hydraulic modeling, of Phase 4 of the Cedar Creek interceptor improvements Project ("Project"). The Project is intended to resolve current and projected capacity constraints in the upper reaches of the Cedar Creek Watershed.

 

-City staff publicly advertised RFQ No. 2026-014 seeking qualified firms to provide professional engineering services for the Project.

 

-After review of those submissions for RFQ No. 2026-014, Burns & McDonnell Engineering Company, Inc. (hereinafter "Engineer") was determined to be the most qualified firm.

 

-Following successful scope and fee negotiations, the City desires to enter into an agreement with Engineer to design the Project.

 

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance approving the award of RFQ No. 2026-014 and agreement for professional engineering services for the Cedar Creek Interceptor Phase 4 Improvements Project to Burns & McDonnell Engineering Company, Inc., in the amount of  $305,753.00, and authorizing the City Manager to execute the same.

 

 

Background:

 

The Cedar Creek Interceptor collects wastewater from the Cedar Creek Watershed and conveys it to the LBVSD for treatment. The City has invested in phased capacity improvements in this watershed, beginning at the downstream connection to LBVSD and working upstream. The Phase 3 improvements were awarded in 2019. The 2022 Wastewater Master Plan confirmed that capacity limitations remain in the upstream segment, limiting further connections to the upper reaches of this system.

 

The Project includes survey, hydraulic modeling, review of existing condition data, and evaluation of alignment alternatives resulting in a Basis of Design Report including cost estimates and construction schedule for the recommended alignment. It is anticipated that a future contract amendment will include final design engineering services.

 

The Project is funded from the Sewer Construction Fund with future reimbursement in accordance with the Oldham Village TIF Agreement.

 

Impact/Analysis:

Water Utilities Department issued RFQ No. 2026-014 on November 17, 2025, requesting qualifications for professional engineering services for the Project.  The RFQ was advertised on the City's website and was posted to Public Purchase.  Four (4) firms submitted responsive statements of qualifications prior to the December 12, 2025, closing date.  An evaluation team composed of four Water Utilities Department personnel scored all the responses and selected Burns & McDonnell Engineering Company, Inc.
